The Tropical Forest Forever Facility Showcases Global Progress

Published: 26/06/2025

London, 26 June 2025 – The Tropical Forest Forever Facility (TFFF) marked a significant milestone in its mission to launch a new mechanism to conserve and restore the world’s tropical forests during London Climate Week 2025 (23–27 June). Through a series of high-level panels, bilateral meetings, and collaborative announcements, TFFF strengthened its global partnerships, highlighted the role it could play in mobilizing much-needed long-term funding for tropical forests, and reinforced its role as a convening platform for public-private action on climate and biodiversity.

Key Highlights from London Climate Week (see quotes below):

  • Government Support: TFFF received public support from the governments of the UK, Norway, Colombia, Indonesia, the Democratic Republic of Congo and Ghana.
  • Support from Private Sector Leaders: TFFF hosted a roundtable with private sector leaders. Barclays and Bank of America note that they are supportive of the initiative and look forward to continuing the dialogue as the TFFF team works towards a final structure of the Facility.
  • United Nations Praise: UNDP applauded tropical forest countries for taking the lead on financing forest protection.
  • Former Heads of State Back TFFF: TFFF was formally endorsed in a statement by the Club De Madrid, the world’s largest forum of democratic former Presidents and Prime Ministers.
  • Indigenous leaders welcome inclusion in TFFF design.
  • IUCN President expresses support for TFFF.
  • NGO Endorsements: The Forests for Life Partnership (WCS, WRI, RFN, and Re:Wild) published a statement in support of the TFFF
  • Public Engagement & Dialogue: TFFF was featured at several high-level events, including a dialogue with the private sector hosted by GFANZ at Bloomberg’s London office; a round of meetings with environment ministers, civil society, the private sector, and Indigenous Peoples at Kew Gardens; a CTrees event “Tropical Forests for Climate Impact: Driving Innovation in Results-based Policy and Finance on the Road to COP30”; and the World Climate Investment Summit at the London Stock Exchange.

Stakeholder support quotes:

“The TFFF is a robust and innovative mechanism that combines public and private investment, channeling resources directly to those who protect forests, ensuring that at least 20% goes to Indigenous Peoples and Local Communities. It will mobilize large-scale capital with sustained financial flows to conserve our biodiversity. As we move closer to COP30, we need boldness to forge a new pact between climate and forests — one that helps create a new cycle of prosperity, with the courage and disruptive capacity to change before we are abruptly changed by the climate crisis.”

  • Marina Silva, Minister of Environment and Climate Change, Brazil

“We will continue working together — among government and Indigenous organizations — to engage countries in building the Tropical Forest Forever Facility (TFFF), and to ensure that Indigenous Peoples and Local Communities receive at least 20% of the funds mobilized. It is well established that only 1% of all climate finance traditionally reaches Indigenous territories. In this sense, I see the TFFF as both an innovative and structural mechanism.”

  • Sônia Guajajara, Minister for Indigenous Peoples, Brazil

“One of my first trips as Minister for Energy and Climate Change was to Brazil, specifically to the Amazon, because I recognized just how critical this ecosystem and tropical forests more broadly are for all of us. That’s why it’s exciting that there’s a new kid on the block – Brazil’s brilliant initiative, The Tropical Forest Forever Facility (TFFF). We believe it offers a bold, inspiring, and incredibly promising solution for the future, and we are delighted to be working with the government of Brazil on this initiative. TFFF offers an opportunity for the global north and the global south to work in partnership as a coalition of the hopeful and determined in a world of doubt and questioning. “

  • Ed Miliband, Secretary of State for Energy and Climate Change of the United Kingdom

“TFFF has the potential to transform how we finance tropical forest protection. For it to succeed, it needs strong environmental and social safeguards, broad support from forest countries and Indigenous peoples, and committed funding from both new and traditional donors. Norway is considering a contribution, and we encourage others to consider as well.”

  • Andreas Bjelland Eriksen, Minister of Climate and Environment, Norway

“The Tropical Forest Forever Facility is a concrete opportunity to transform forest finance, with direct access for Indigenous Peoples, where the 20% target must be a floor, not a ceiling. Their full participation in the fund’s design and decision-making is essential. This must be funded by them and for them. Initiatives like this move us closer to climate and nature finance that doesn’t deepen debt, and that truly values natural capital. We cannot demand climate action from countries suffocated by debt. COP30 must be a turning point toward a fair financial architecture — built from the South, and for the South, and the TFFF is an example of that. “

  • Lena Estrada, Minister of Environment and Sustainable Development, Colombia

“We take note of this important initiative led by the Government of Brazil and, as the holder of the second biggest Amazon forest,  remain ready to participate in information exchange and consultations to help shape it.  It comes at a crucial moment to scale up forest finance through concrete solutions and strong partnerships on the road to COP30.”

  • Raquel Soto Torres, Vice Minister for Strategic Development of Natural Resources of the Ministry of Environment, Peru

“If there has ever been a time for demonstrating ambition, it is now, and the TFFF does just that. Ghana continues to be a strong advocate for the Tropical Forest Forever Facility, and it was deeply encouraging to see partners such as the UK, Norway, and France voice their support for this initiative during London Climate Action Week. The potential of the TFFF to protect and conserve tropical forests is significant, so we must work together to realise its potential. Supporting TFFF will be the true test of our commitment to fight deforestation.”

  • Roselyn Fosuah Adjei, Director, Climate Change at Ghana’s Forestry Commission

“Indonesia believes that the future of our planet is deeply rooted in the health of its forests. In this context, we view the Tropical Forest Forever Facility not only as a Brazilian-led initiative, but as a transformative opportunity for all tropical forest countries — a platform to advance innovation, equity, and ambition in global climate solutions.”

  • Haruni Krisnawati, Senior Advisor to the Minister on Climate Change, Ministry of Forestry, the Republic of Indonesia

“We strongly support the Brazilian Government’s initiative to establish the Tropical Forest Forever Facility, which we see as a transformative and timely response to persistent gaps, and which the Congo Basin countries have highlighted in multiple international forums. We call on bilateral, multilateral, and private partners to work with us to ensure that the TFFF is fully capitalized, transparent, accessible, and equitable. Tropical forests cannot wait; the future of our forests must be addressed with the urgency and solidarity that is needed.”

  • Professor Joseph Malassi, Climate Advisor to the Minister of Environment and Sustainable Development from the Democratic Republic of Congo

“Humanity—and the planet we call home—depends on tropical forests, not only for our present well-being but for the future of life on Earth. The TFFF is an innovative mechanism designed to protect these vital ecosystems, empower Indigenous communities, and recognize their central role in this global effort. It brings together collaboration at an unprecedented scale and scope. This could well become one of the most significant—if not the defining—outcomes of COP30 in Brazil.”

  • Carlos Alvarado Quesada, Member of Club de Madrid and former President of Costa Rica

“The Tropical Forest Forever Facility offers a new model of climate finance – it is an ambitious and pragmatic instrument that treats tropical forests as what they are: global environmental infrastructure providing water regulation, carbon storage, biodiversity – services that underpin our planetary stability and prosperity.  The countries protecting them deserve recognition and reward. Through the UN-REDD Programme, which has provided countries with longstanding support in building the foundations for performance-based forest finance, UNDP is ready to help countries navigate and benefit from this next generation of forest finance instruments.”

  • Marcos Neto, UN Assistant Secretary-General and Director of UNDP’s Bureau for Policy and Programme Support

“Halting and reversing deforestation is fundamental to achieving global climate goals. For too long, the immense value of standing tropical forests has been absent from the world’s balance sheet. The Tropical Forest Forever Facility represents a paradigm shift, offering an innovative model designed to correct this market failure by paying for the ecosystem services forests provide. By aiming to create a permanent, performance-based mechanism, it provides a long-term framework that can crowd in private finance at an unprecedented scale, turning conservation into a new, tangible asset.”

  • Dan Ioschpe, UN High-Level Climate Champion for COP30

“The Tropical Forest Forever Facility reflects a growing recognition that we cannot address climate change without investing in nature. Tropical forests are essential carbon sinks, rich in biodiversity, and vital to the well-being of communities around the world. As an interim Steering Committee member and part of the coalition of the willing, hopeful, and determined, the United Arab Emirates supports Brazil as they design and test this innovative mechanism. The TFFF offers a promising model for long-term, equitable finance—one that brings the climate and nature agendas together in a shared vision for global sustainability.”

  • Her Excellency Razan Khalifa Al Mubarak – President of IUCN & Executive Managing Director of Mohammed bin Zayed Species Fund, UAE

“PIMCO congratulates the TFFF working group members on their ambitious efforts for forest preservation. We welcome the TFFF as an innovative model that can be scalable and self-sufficient. This inclusive mechanism can unlock significant private capital while mitigating potential economic risks related to biodiversity loss and forest degradation.”

  • Christian Stracke, President of PIMCO

“TFFF has the potential to transform tropical forest conservation into an investable asset class that can also deliver an array of climate, nature, and economic benefits. The dialogues with financial institutions have provided valuable insights into how to mobilise capital from as diverse a set of institutional investors as possible.”

  • Abyd Karmali, Managing Director, Global Environmental Group, Bank of America

“At Barclays, we’re excited to work with the Sustainable Markets Initiative to support the development of a credible and scalable financing mechanism that can channel investment into tropical forest conservation, while enabling sustainable development for local communities. We look forward to continuing the dialogue amongst stakeholders, investors, and the Brazilian government to establish the necessary partnerships.”

  • Daniel Hanna, Global Head of Sustainable Finance, Barclays

“At GATC, we see the TFFF as more than just a funding mechanism — it’s an opportunity to broaden the debate on what direct financing can and should look like to Indigenous peoples and local communities. By centering the voices of the nature stewards as partners and co-designing with those most impacted, it’s an opportunity to recognize our historic demand for direct funding, setting a standard for other global fund mechanisms.”

  • Global Alliance for Territorial Communities (GATC)

“The TFFF is the only game in town for forest finance, and it is a relatively small investment for a massive impact. The TFFF initiative is truly as good as it gets. If we fail to help Brazil go forward with this ambition at COP30, we will not have the opportunity again.”

  • Lord Zac Goldsmith, Senior Fellow, Bezos Earth Fund

“The TFFF recognizes the inherent value of tropical forests, and that the stewards of those forests need sustained financial resources to protect them. From Africa to Asia to the Americas, market forces are driving tropical forest loss and degradation. The TFFF represents a novel public commitment to leverage the power of global capital markets for the conservation of nature, rather than its destruction. As the largest “boots on the ground” conservation organization in the tropics, working in partnership with governments, industry, Indigenous Peoples, and other local stewards, the Wildlife Conservation Society (WCS) is pleased to endorse the TFFF and support the ongoing work of the TFFF Secretariat.”

  • Joe Walston, Executive Vice President at WCS Global

“Protecting tropical forests is one of the defining challenges of our era—not only a climate imperative but a test of global governance. It requires bold political leadership, long-term vision, and a renewed commitment to international solidarity. The Tropical Forests Finance Facility (TFFF) offers a transformative approach—innovative, ambitious, and rooted in shared responsibilities and mutual benefits. Club de Madrid strongly supports this initiative as it reflects a much-needed evolution: from traditional development assistance to a model of genuine development cooperation, where all actors—public and private, local and global—work together as partners.”

  • María Elena Agüero, Secretary General, Club de Madrid

“TFFF is a groundbreaking initiative, not just for its ambition and scale, but also for how it will distribute funds. We strongly support the requirement that at least 20% of funding be allocated to Indigenous Peoples and Local Communities – a recognition of their critical role in protecting the world’s tropical forests. Now, TFFF must follow up with clear guidance on how this will happen to ensure the funds reach the communities, promote Indigenous and local community leadership, and support the realization of their rights.”

  • Toerris Jaeger, Director of Rainforest Foundation Norway

“There is no doubt that we must safeguard all remaining tropical forests for all life on Earth to thrive. To do so effectively, we need creative finance mechanisms that allow these ecosystems to be worth more standing than destroyed. A fully financed Tropical Forests Forever Facility would help achieve this by supporting countries and frontline defenders, including direct, accountable funding to Indigenous Peoples and local communities, whose stewardship is essential to success.”

  • Wes Sechrest, Chief Scientist and CEO of Re:wild

“The Tropical Forests Forever Facility is an exciting opportunity to reshape how forest conservation is financed. Its success will depend on rigorous transparency and accountability, not only in how forests are monitored but also in how benefits are shared with Indigenous Peoples and local communities. WRI is committed to helping TFFF successfully reduce tropical deforestation.”

  • Craig Hanson, Managing Director and Executive Vice President for Programs at WRI

TFFF’s participation in London Climate Week underscores its ongoing commitment to building durable, long-term forest finance partnerships to strengthen the mechanism. The TFFF team will now continue work on finalising the design through continued dialogues with private sector investors, partner governments, Indigenous Peoples and Local Communities, and NGOs to ensure the final concept attracts investors and offers Tropical Forests and those that depend on them the best chance at long-term sustainability.

Notes To Editors:

About The Tropical Forest Forever Facility

The Tropical Forest Forever Facility (TFFF) is where conservation meets capital creation. It is a once-in-a-generation facility set to launch at COP30 that secures the future of tropical forests and guarantees returns for investors. This novel global funding mechanism is designed to finance the permanent conservation of tropical and subtropical broadleaf moist rainforests by directly paying countries and forest stewards to reward those that are already maintaining or increasing their forest cover.

Using blended finance, the TFFF will combine sovereign capital with private investment to create a USD 125 billion fund that generates annual payments based on Tropical Forest Countries’ performance, keeping tropical forests standing. This will position tropical forests as a globally valued asset class.

Payments are verified, and at least 20% of the funds will go to Indigenous Peoples and Local Communities who are on the frontlines of forest protection. TFFF aims to value and reward the vital ecosystem services that standing tropical forests provide to the entire planet, making conservation a sustainable economic pathway for forest countries.
