Concept Note
Support for TFFF
Marina Silva
Minister of Environment and Climate Change, Brazil
The TFFF is a robust and innovative mechanism that combines public and private investment, channeling resources directly to those who protect forests, ensuring that at least 20% goes to Indigenous Peoples and Local Communities.
Sônia Guajajara
Minister for Indigenous Peoples, Brazil
We will continue working together — among government and Indigenous organizations — to engage countries in building the Tropical Forest Forever Facility (TFFF), and to ensure that Indigenous Peoples and Local Communities receive at least 20% of the funds mobilized…I see the TFFF as both an innovative and structural mechanism.
Daniel Hanna
Global Head of Sustainable Finance, Barclays
At Barclays, we’re excited to work with the Sustainable Markets Initiative to support the development of a credible and scalable financing mechanism that can channel investment into tropical forest conservation, while enabling sustainable development for local communities. We look forward to continuing the dialogue amongst stakeholders, investors, and the Brazilian government to establish the necessary partnerships.
Ed Miliband
Secretary of State for Energy and Climate Change of the United Kingdom
It’s exciting that there’s a new kid on the block – Brazil’s brilliant initiative, The Tropical Forest Forever Facility (TFFF). We believe it offers a bold, inspiring, and incredibly promising solution for the future, and we are delighted to be working with the government of Brazil on this initiative.
Andreas Bjelland Eriksen
Minister of Climate and Environment, Norway
TFFF has the potential to transform how we finance tropical forest protection. For it to succeed, it needs strong environmental and social safeguards, broad support from forest countries and Indigenous peoples, and committed funding from both new and traditional donors.
Abyd Karmali
Managing Director, Global Environmental Group, Bank of America
TFFF has the potential to transform tropical forest conservation into an investable asset class that can also deliver an array of climate, nature, and economic benefits. The dialogues with financial institutions have provided valuable insights into how to mobilise capital from as diverse a set of institutional investors as possible.
Roselyn Fosuah Adjei
Director, Climate Change at Ghana’s Forestry Commission
If there has ever been a time for demonstrating ambition, it is now, and the TFFF does just that. Ghana continues to be a strong advocate for the Tropical Forest Forever Facility…The potential of the TFFF to protect and conserve tropical forests is significant, so we must work together to realise its potential. Supporting TFFF will be the true test of our commitment to fight deforestation.
Haruni Krisnawati
Senior Advisor to the Minister on Climate Change, Ministry of Forestry, the Republic of Indonesia
Indonesia believes that the future of our planet is deeply rooted in the health of its forests. In this context, we view the Tropical Forest Forever Facility not only as a Brazilian-led initiative, but as a transformative opportunity for all tropical forest countries — a platform to advance innovation, equity, and ambition in global climate solutions.
Carlos Alvarado Quesada
Member of Club de Madrid and former President of Costa Rica
The TFFF is an innovative mechanism designed to protect these vital ecosystems, empower Indigenous communities, and recognize their central role in this global effort. It brings together collaboration at an unprecedented scale and scope. This could well become one of the most significant—if not the defining—outcomes of COP30 in Brazil.
Her Excellency Razan Khalifa Al Mubarak
President of IUCN & Executive Managing Director of Mohammed bin Zayed Species Fund, UAE
The TFFF offers a promising model for long-term, equitable finance – one that brings the climate and nature agendas together in a shared vision for global sustainability.
Christian Stracke
President of PIMCO
PIMCO congratulates the TFFF working group members on their ambitious efforts for forest preservation. We welcome the TFFF as an innovative model that can be scalable and self-sufficient. This inclusive mechanism can unlock significant private capital while mitigating potential economic risks related to biodiversity loss and forest degradation.
Lord Zac Goldsmith
Senior Fellow, Bezos Earth Fund
The TFFF is the only game in town for forest finance, and it is a relatively small investment for a massive impact. The TFFF initiative is truly as good as it gets. If we fail to help Brazil go forward with this ambition at COP30, we will not have the opportunity again.
Joe Walston
Executive Vice President at WCS Global
The TFFF recognizes the inherent value of tropical forests, and that the stewards of those forests need sustained financial resources to protect them…The TFFF represents a novel public commitment to leverage the power of global capital markets for the conservation of nature, rather than its destruction…the Wildlife Conservation Society (WCS) is pleased to endorse the TFFF and support the ongoing work of the TFFF Secretariat.
Toerris Jaeger
Director of Rainforest Foundation Norway
TFFF is a groundbreaking initiative, not just for its ambition and scale, but also for how it will distribute funds. We strongly support the requirement that at least 20% of funding be allocated to Indigenous Peoples and Local Communities – a recognition of their critical role in protecting the world’s tropical forests.
Paul Polman
Business Leader & Philanthropist
The Tropical Forest Forever Facility is exactly the kind of bold innovation we need right now, where finance meets foresight. It creates a reliable, long-term investment vehicle that not only delivers returns for investors but also generates priceless returns for the planet: protecting tropical forests, empowering Indigenous peoples, and safeguarding our future. This is finance finally working as it should, serving both shareholders and the shared home we all depend on.
Tropical rainforests regulate the systems we all rely on for survival
They influence weather patterns, ensure food and water security, and provide clean air. The Tropical Forest Forever Facility (TFFF) will be a permanent global facility that uses investment returns to value the global public services provided by tropical forests and reward countries for their conservation.
A New Way Forward
The rapid loss of tropical forests is pushing us closer to climate tipping points and threatening biodiversity, water security, and the livelihoods of millions. Yet, historically, finance for forests has been mostly project-based, short-term and insufficient. Furthermore, such financing has not adequately reached the forest stewards on the front lines of conservation.
The TFFF is offering a new way forward – a paradigm shift. In short, it will operate by mobilizing philanthropic, public and private capital, then reinvesting these resources in a diversified investment portfolio. Revenues generated by the TFFF will reward Tropical Forest Countries a fixed amount per hectare of conserved or restored forest while seeking to maintain the TFFF’s capital base, ensuring the facility’s long-term sustainability.
The TFFF is where conservation meets capital generation.

FAQs
Who benefits?
Tropical Forest Countries
- TFFF could support over 70 Tropical Forest Countries that currently host over 1 billion hectares of moist tropical and subtropical broadleaf forests.
- Successful countries will receive large-scale, predictable, long-term funding to support the conservation of standing tropical forests.
- TFFF sees Tropical Forest Countries as the holders of a critical global public good that provides critical ecosystem services to the whole world.
- Annual payments to Tropical Forest Countries are performance-based and do not rely on short-term, project-based grants subject to political cycles or changing priorities.
- Countries will have sovereignty over how they spend the payments, provided they serve conservation outcomes.
- TFFF will complement other forest finance programs, including REDD+ and forest carbon markets.
Indigenous Peoples and local Communities
- TFFF creates large-scale, long-term, reliable finance for Indigenous Peoples and Local Communities. At least 20% of Forest Payments must be allocated to Indigenous Peoples and Local Communities.
- IP and LC leaders were partners in the co-design of the dedicated allocation and are engaged in an ongoing global dialogue to ensure that their rights and contributions to forest stewardship are respected
Sponsor Capital
- The TFFF offers a paradigm shift in international nature finance flows. It moves from aid donations to investment, offering investors both monetary and ecosystem service returns.
- Sponsors may contribute through a one-time balance sheet-neutral loan instead of recurrent aid contributions and receive a return on their investment.
- Sponsor capital is leveraged 3-4x via a blended finance structure and the issuance of public market debt.
- Sponsors can be assured that their investment is driving long-term conservation outcomes in Tropical Forest Countries, monitored by satellite technology.
Private Investors
- This is a unique opportunity to combine solid fixed income returns with credible, large-scale nature and climate impact.
- TFFF’s combined capital base will be invested in a diversified fixed income portfolio that generates reliable returns for investors. The TFFF asset allocation will exclude investments that have a significant environmental impact, such as those causing deforestation and greenhouse gas emissions.
- Investors can report direct contributions to Net Zero commitments (climate action), Nature Positive Finance (biodiversity and ecosystems), and Compliance with TNFD (Taskforce on Nature-related Financial Disclosures).

The Economist – To save the world’s tropical forests, learn from Brazil
The Economist Chopping down rainforests is daft. The social costs of clearing a typical patch of Brazilian Amazon are perhaps 30 times the benefits of rearing cows on it, by one estimate from 2023. The problem is, those costs, which include aggravating climate change, are spread across the entire world’s population, whereas the profits from cutting […]
